Incorporated in 1960 and commencing operations in 1962, Flour Mills of Nigeria Plc has remained at the absolute forefront of wheat milling in Nigeria for over half a century. From its humble beginnings with a capacity of 600 metric tons per day, FMN has grown exponentially, investing over N25 billion in infrastructure over the last seven years alone. Today, it boasts a rated capacity of over 8,000 metric tons per day, making the Apapa Mill one of the largest single-site milling operations in the world.
With massive investments in modern grain silos and reliable power infrastructure—including a combined 60 megawatts of gas and diesel generation—FMN ensures consistent, uninterrupted, and top-tier production quality. To sustain this world-class environment, safety is paramount, and FMN is looking for a seasoned professional to manage and elevate its safety culture.
Purpose of the Role
The primary purpose of the HSE Manager is to drive Flour Operations' commitment to continuous improvement in Health, Safety, and Environment (HSE) performance. You will be responsible for ensuring the successful implementation of key HSE objectives, policies, and procedures. Your daily goal will be to establish a proactive safety culture that prevents workplace injuries, protects the workforce, maintains regulatory compliance, and minimizes environmental impact.
Key Responsibilities
- System Design & Standard Alignment: Design, implement, and maintain an HSE management system that fully aligns with the rigorous requirements of ISO 45001:2018 (Occupational Health & Safety) and ISO 14001:2015 (Environmental Management).
- Legislative & Regulatory Compliance: Advise senior management on emerging national safety legislation and compliance strategies, preparing and submitting accurate, timely HSE reports to plant management and Group HSE (GHSE).
- Operational Hazard Control: Review safety protocols regularly, identify gaps, and maintain safe workplace infrastructure, including keeping vehicle and pedestrian walkways clear and managing designated fire assembly/muster points.
- Training & Drills: Identify training needs and lead education sessions to enhance employee safety knowledge, conducting regular mock drills to test organizational emergency preparedness for all likely scenarios.
- Risk Strategy & Execution: Formulate and execute strategies designed to prevent workplace incidents, achieve annual safety targets, and minimize environmental footprints across the site.
Requirements and Experience
The ideal candidate must meet the following criteria:
- Education: B.Sc. or HND in Engineering, Environmental Sciences, or a closely related discipline.
- Professional Certifications: Must hold a NEBOSH Certificate and maintain active membership in the Institute of Safety Professionals of Nigeria (ISPON).
- Experience: A minimum of three (3) to five (5) years of relevant HSE experience in the Fast-Moving Consumer Goods (FMCG) sector.
Key Skills & Personal Attributes
- Excellent verbal and written communication skills, with the ability to influence and lead.
- In-depth, practical knowledge of national Health & Safety legislative frameworks and best practices.
- Strong proficiency in identifying, evaluating, and managing occupational health and safety risks.
