Role Overview

The primary function of the Accountability Assistant is to assist the MEAL Team in maintaining the highest standards of accountability and transparency. Working under the direct supervision of the Monitoring, Evaluation, Accountability, and Learning Manager, you will oversee community feedback mechanisms (CFM), ensure compliance with core humanitarian standards, promote information-sharing, and foster active community participation across DRC program activities.

Key Duties and Responsibilities

1. Information Sharing and CFM Handling Process:

  • Manage the Toll-Free helpline in strict accordance with DRC operational standards.
  • Collaborate with the MEAL Officer to design, develop, and distribute eye-catching awareness materials (e.g., posters, brochures, business cards) to promote the CFM.
  • Conduct regular accountability and CFM training sessions for DRC staff and local partners.
  • Support the design and implementation of innovative methods to boost community engagement and participation.
  • Oversee the day-to-day operations of the CFM, ensuring all feedback is promptly entered into the central database.
  • Refer non-sensitive feedback to designated program teams for follow-up and ensure immediate, safe referral of protection-related or sensitive issues according to established protocols.
  • Prepare monthly CFM analytical reports to share with the Area Office (AO) team, facilitating organizational learning.
  • Contribute narrative updates on accountability and humanitarian principles (AAP) for donor and internal reports.

2. Support to the DRC MEAL System:

  • Monitor stocks of accountability and information-sharing materials and track expenditures.
  • Assist the MEAL Officer in preparing budget forecasts for accountability-related operations.
  • Help update the mission-wide Accountability Framework and relevant Standard Operating Procedures (SOPs).
  • Ensure that SOPs are localized, translated, and effectively disseminated to all operational staff.
  • Support the Country Office (CO) MEAL team during CHS (Core Humanitarian Standard) self-assessments and contribute to creating Accountability Improvement Plans (AIP).
  • Extract lessons learned from community feedback to incorporate into periodic program review sessions.

3. Capacity Building and Coordination:

  • Coordinate with internal teams and external partners to improve accountability standards and CFM accessibility.
  • Conduct regular field visits to project sites to refresh staff and partner teams on basic accountability principles.
  • Perform other relevant duties as directed by the MEAL Team Leader and Accountability Specialist.

Key Requirements

  • Experience: Minimum of 2 years of proven professional experience implementing Accountability to Affected Populations (AAP) mechanisms or working within Monitoring and Evaluation (M&E) in humanitarian settings.
  • Technical Knowledge: Sound understanding of MEAL methodologies, AAP approaches, and the SPHERE Standard.
  • IT Skills: Proficiency in Microsoft Office, particularly MS Word and MS Excel.
  • Communication: Strong interpersonal skills with the ability to convey complex processes in an accessible, collaborative, and clear manner.

Desirable Qualities

  • Willingness and capability to travel frequently to remote, challenging project sites.
  • Flexibility to work outside standard business hours when responding to emergencies or tight deadlines.
  • Excellent facilitation skills and a deep understanding of safe, inclusive feedback collection methods across diverse age, gender, and social groups.
  • Prior experience working in emergency response settings with International NGOs (INGOs).
