Opportunity: HIV Clinical Cascade and Strategic Partnerships Consultant

Pact, an international development nonprofit, is seeking a highly skilled Consultant to support the ACHIEVE Nigeria project. This is a vital role for an experienced public health professional to contribute to the global goal of sustaining HIV epidemic control. Based in Abuja, with travel requirements to Bauchi, this consultancy offers the unique chance to influence health policy, improve clinical outcomes for vulnerable populations, and shape future funding landscapes in Nigeria.

Project Background

The ACHIEVE project is a flagship U.S. Department of State-funded initiative aimed at supporting pregnant and breastfeeding women, adolescents, infants, and children. In Nigeria, the project focuses on four critical populations: children and adolescents living with HIV (C/ALHIV), HIV-exposed infants (HEI), pregnant and breastfeeding women (PBFW), and HIV-positive caregivers. The consultant will play a key role in optimizing the HIV clinical cascade and exploring sustainable forward-funding opportunities.

Scope of Work

The successful candidate will provide technical leadership in two primary domains:

Clinical Cascade Performance: You will review current project performance, identify gaps in service delivery, and work closely with local partners to improve retention, treatment adherence, and viral suppression rates.
Strategic Partnerships & Business Development: A significant portion of your effort (approx. 25%) will be dedicated to mapping strategic country partners, engaging with the Nigerian Ministry of Health, and drafting a comprehensive capture plan to secure 5-10 future funding opportunities.

Key Qualifications

To be eligible for this position, you must possess:

An advanced degree (Master’s or higher) in public health, global health, or a related field.
8-10 years of progressively responsible experience in HIV, health systems strengthening, or health workforce development.
Proven track record of successful business development and report writing.
Strong interpersonal skills with the ability to engage with high-level government officials and international stakeholders.
Demonstrated experience working within the Nigerian health context.
A clinical background is highly preferred.
